The purpose of this letter is to notify you of.a minor change.to the list of m

Rancho Seco' Technical Specifications that apply to the undefined.defueled '

i mode. The? submittal summarized the evaluation with a-list of Technical l

~ Specification sections det rmined applicable when fuel was' removed from the u

reactor-vessel in conjunction with the future status of Rancho Seco.

Also, as stated in Reference 1, the District anticipated that refinements to the list of applicable' Technical Specifications would occur, and committed to provide-f the: NRC in-writing of any refinements to this list.

In-Reference 2, ths District revised the list of Technical Specifications-sghj applicable in the undefined defueled mode.

The criteria used to develop the

,oca revised list was the same as. that used in Reference 1.

Originally, D88 Reference 1 included some Technical Specification requirements the District

$8 determined were'.no' longer applicable in the defueled condition. -Now, as a result of the continuing-plant closure effort, the District has determined M.

that:a correction to the list of Technical Specifications applicable in the-18 defueled condition is required. A single item included in the list provided W

in Reference 2 is determined not to be applicable in the defueled condition.

.Technica1' Specification Table 4.1-1, Item 63, High Range Noble Gas Effluent Monitors, was inadvertently included in the list of Technical Specifications determined applicable in-the defueled condition. This surveillance requirement is associated with the high range,' noble gas accident monitoring instrumentation requirements specified in Technical Specification Table

'3.5.5-1. Item 6.

The accident monitoring requirements of Table 3.5.5-1 are not applicable in the Cold Shutdown and Refueling modes. This mode applicability limitation is specified in Table 3.5.5-1.- As stated in Reference 1, the-defueled condition is_an undefined mode, but is bounded by the Cold Shutdown'and Refueling modes.,In addition,-the District determined in Reference 1.that the Table 3.5.5-1 requirements are not applicable in the-defueled condition. Therefore, because the high range, noble gas. monitors are not required to be operable in the defueled condition, the corresponding; surveillance requirements (Table 4.1-1 Item 63) are not required to be included in the list of. Technical Specifications applicable in the defueled

-condition.
