POWER REACTOR SAFEGUARDS CONTINGENCY PLANNING FOR SURFACE VEHICLE BOMBS Attention: James G. Partlow The subject Generic Letter is addressed to "All Licensees of Operating Plants, Applicants for Operating Licenses, and Holders of Construction Permits." The Sacramento Municipal Utility District requests exemption from the requirements of Generic Letter 89-07 because on June 7, 1989, the District Board of Directors ordered that Rancho Seco cease operation. It is also the intent of the Board to apply for a Possession-Only license and subsequently decommission the facility. In keeping with this intent, the reactor will be defueled with the fuel elements placed in the fuel storage pool.

NUREG/CR-5246, written to supplement Generic Letter 89-07, assumes that a land vehicle bomb attack does not result in a loss of coolant accident (LOCA), but does' initiate one or more of the following transients:

a loss of offsite power

= loss of heat sink

  • release from radioactive waste systems The first three transients will not be applicable at Rancho Seco following defueling. A Possession-Only license will not allow a restart of. Rancho Seco. The possibility of the fourth transient occurring,.although not- i eliminated, is considerably minimized due to the type and quantity of radioactive waste the plant will generate (i.e., decontamination of systems rather than operation-generated' fission products). In view of the present and future non-operating configuration of Rancho Seco, the District contends that . .q performance of the actions required in the Generic Letter will not  :

The fuel storage building is surrounded by structures and buildings, preventing a close approach by vehicles. successful and Rancho Seco is restarted by a new owner, a contingency plan against land vehicle bombs will be developed as required in the' Generic Letter.
