Your plans to proceed with the Systems' Testing Program and pre-criticality startup program,-including hot shutdown testing, are consistent with the L existing Confirmatory Action = letters dated December 26, 1985..

I would like to reemphasize the'importance a'nd necessity for SMUD to conduct

.these programs in a highly organized, structured manner,'using only well prepared, briefed, and trained personnel in order to preclude. safety incidents.

Specifically, any plant mode changes'should be preplanned, controlled, and consistent with.the Technical Specification requirements for making those mode changes.

In addition, the ASTRP team inspection and_our follow-up discussion on February 19 both reemphasized the apparent inattention to detail in some recent engineering work at Rancho Seco. As~we. discussed, SMUD should promptly l propose additional steps to restore confidence'that the mechanical and I electrical engineering work done during the current outage resolved the problems which w'ere identified by the Action Plan review process. _ l
