INTERPRETATION OF CONFIRMATORY ACTION LETTERS FOR PRE-STARTUP -

ACTIVITIES b DOCKET NO. 50-312; RANCHO SECO NUCLEAR GENERATING STATION, UNIT NO. 1 {-

Subsequent to the December 26, 1985 event at Rancho Seco, two Confirmatory Action Letters, both dated December 26, 1985, were sent to the District by J.' B. Martin of Region V. Both letters stated that prior to the return of

Rancho Seco to power operations, certain actions would need to be accomplished.

Based on our interpretation of the Confirmatory Action Letters, we wish to advise you of our future plans to take the reactor out of cold shutdown and proceed through heatup to hot shutdown (temperature and pressure) conditions.

The reactor will continue to remain subcritical. This plan will allow both our Systems Testing Program and pre-criticality startup program, including hot shutdown testing, to be completed while your Restart authorization is under consideration.

The actions required to be accomplished in the Confirmatory Action Letters will be completed prior to our return to power.
