Rancho Seco Nuclear Station License No. DPR-54 REPORT OF llIGli TOTAL COLIFORM IN TIIE DOMESTIC SEWAGE EFFLUENT

Dear Mr. Merschoff:

In accordance with a condition specified in the NRC Safety Evaluation Report for License Amendment No. 45 to Facility Operating License No. DPR-54, the District is required to notify i

the NRC concerning Rancho Seco NPDES wastewater discharge permit violations, Below, the District provides information the high Total Caliform result in the Rancho Seco domestic sewage effluent prior to confluence with the combined effluent.

In accordance with NPDES Permit No. CA0004758, the domestic sewage effluent daily maximum Total Caliform concentration is 500 MPN. The March 17,1999 sewage effluent sample Total Coliform result was 1600 MPN. The District made the required repoits to the California Regional Water Quality Control Board within the specified time limits.

The District determined the cause of the high Total Coliform result tc be a broken flow rate D

instrument. The flow rate instrument resulted in under: disinfection af the domestic sewage effluent because the disinfection system is flow proportional. T' c low rate instrument was repaired on March 18,1999 and the Total Coliform concentration f ad returned to within specification by March 18*. The District is o afying the flow rate instrument's preventative maintenance program to help prevent recurrence.
