REVISED RANCilO SECO QUALITY MANUAL Attention: Seymour Weiss In accordance with 10 CFR 50.54(a)(3) and 10 CFR 50.4(b)(7)(i), the Sacramento Municipal Utility District (the District) hereby submits the latest version of the previously accepted Rancho Seco Quality Assurance Program l

description. The current Quality Assurance Program is described in the Rancho l

Seco Quality Manual (RSQM), as revised through January 11,1994.

l The District made general revisions to the RSQM to reDect the current Rancho Seco Possession-Only License (POL) phase nuclear organization changes. This includes changing individual position responsibilities to area or group responsibilities. Also, the District made more specific changes to RSQM Sections III, IX, and X. These specific changes are summarized as follows:

Section III. Design Control: The District removed reference to (1) l the training simulator and associated, required technical support (NRC exemption, dated May 16,1990), and (2) Environmental Qualification (Facility License Amendment No. I19).

Section IX. Control of Special Processes: The District removed the requirements to have and maintain special process procedures for j

certain special processes that the District does not anticipate it will l

employ during the POL phase. The RSQM continues to maintain the requirement to use approved special process procedures for special process work.

The District clarified that Technical Services has the sole I

responsibility for perfbrming non-destructive examinations.

Section X. Inspection: The District replaced the word " developing" with the words " preparing and reviewing" in the General Requirements and Responsibilities paragraphs to make the terminology consistent within Section X.

Based on District evaluations performed for the RSQM changes summarized above, the District concluded that the changes do not reduce the commitments applicable to the previous, NRC accepted Rancho Seco Quality Assurance Progmm description.
