TASK ORDER No. 37 ENTITLED ' TECHNICAL ASSISTANCE IN THE REVIEW OF THE NEW SAFETY ANALYSIS REPORT FOR THE RANCHO SECO SPENT FUEL STORAGE FACILITY" UNDER CONTRACT NO. NRC-02 95403
Dear Mr. Sendt:
In accordance with Section G.4(c) of the subject contract entitled " Task Order Award," of the subject contract, this letter definitizes the subject task order. This effort shall be performed in accordance with the enclosed Statement of Work.
Task Order No. 37 shall be in effect from February 9,1999 through September 30,1999. The total cost ceiling is $98,137.00, of which the sum of $90,868.00 represents the reimburseble costs and the sum of $7,269,00 represents the fixed fee.
This task order obligates funds in the amount of $98,137.00.
The obkgated amount shall, at no time, exceed the task order ceiling. When and if the amount (s) paid and payable to the Contractor hereunder shall equal the obligeted amount, the Contractor shall not be obligated to continue peih mier,ce of the work unless and until the Contracting Officer shatlineresse the amount obligated with respect to this task order. Any work undertaken by the Contractor in excess of the obligated amount speci$ed above is done so at the Contractor's sole risk.

72 11(50-312) 1.0 Backaround There are two aspects to this SOW all stemming from the significant delays in receiving the response to the NRC's staff requests for additionalInformation.
The NRC staff is reviewing the MuftiePurpose -187 transportation cask, an application rubmitted by Transnuclear West (then VECTRA). This cask will be utilized by the Sacrarnento Municipsf Utility Distnct (SMUD) as both the on-site transfer cask for their independent Spent Fuel Storage installation (ISFSI). and the Part 71 transportation cask for tne off site shipment of their fuel. In i
January of 1996 the NRC staff, with technical assistance from SAIC, completed its initial revie of the SMUD application to operate _ an ISFSI at the Rancho Seco Nuclear Generating Station. It was assumed in the Safety Evaluation Report (SER), which is still in draft. that the design of the l
l Nutsch Horizontal Modular System Dry Shielded Canister (NUHOMS DSC) was finarmed, even l
though the transportation review was ongoing. However, some significant changes in the O have been brought about as a consequence of the MP-187 transportation review. Those changes were included in the updated Safety Analysis Report (SAR), submitted by Transnucle West in March of 1998. It is those changes and the changes to the Rancho Seco SAR incorporating them that are the focus of this Statement of Work (SOW) 2.0 Technleat Qualifications Recuired The principat investigators should represent the requisite technical expertise and provide technical continuity during the entire review process. They should have professional credentials in the technical arcas assigned to them that will qualify them as expert witnesses for testifying at public hearings They should have a clear understanding of the depth of review generally required by the NRC and specifically required by the type of activity proposed by the applicant j

FEB-10-1999 15:56 SAIC 3014280145 P.05/06 The reviewers who perform the actual work shall provide detailed technical records of the methods used to evaluate all aspects of their areas of responsibility Upon completion of an evaluation the reviewer or responsible principalinvestigator will distill this record into sultable documentation for inclusion in NRC reports 3.0 Levelof Effort The estimated level of effort required to perform this work is 0.5 staff-years.
4.0 Period of Performance The period of performance for the work specified in this sow shall c'ommence on the effective date of this task and shall continue through. Sept.6f 30,1999, 5.0 Scope of Work The contractor shall provide a thorough review of the updated SAR and other documents submitted in support of the licensing request for the Rancho Seco ISFSI, in order to determine if all the assumptions made in the development of the original January 1996 draft SER are still val;d. An updated draft SER in the latest Spent Fuel Project Office format and proposed technical specification also in the new format. shall be provided for use by the NRC staff in developing the licensing documents.
6.0 Itay.s!
For planning purposes, assume that there will be monthly coordination meetings between the contractor end NRC staff. The meetings will be held at NRC headquarters in Rockville, Maryland. One trip to the Rancho Seco Nuclear Station in California. and two trips to the fabricator facilities located in Washington State are anticipated.
6.0 Deliverables and Schedule For planning purposes, the updated SER will be the final deliverable. However, it is possible that one Request for Additional information (RAl) may be necessary, as an interim deliverable.
The draft SER for the Rancho Seco ISFSI should be submitted no later than 90 days following the receipt of the updated SAR. The SER shall be prepared in the latest SFPO format which will be provided by the NRC TM.

1 7.0 NRC Furnished Materials The TM will furnish the contractor with copies of pertinent documents as necessary.
l 8.0 Financial and Taehnical Prooress Status Reports The contractor shall submit a monthly Financial Status Report in accordance with Sections F.3 -
Technleal Progress Reports and F.4-Financial Status Report of the basic contract. The report is due within 15 calendar days after the end of the report period.
l 9.0 Technical /Proinct Okeetion The NMSS PM is the focal point for all contract related activities. All work assignments and program funding actions are initiated by the NMSS PM who submits all requests to the Division j
of Contracts and Property Management (DCPM) for processing. All proposed work scope or scheduto changes must be submitted through the NMSS PM for DCPM.
The NMSS TM is responsible for providing technical guidance to the contractor regarding staff interpretations of the technical aspects of regulatory requirements, along with copies of relevant documents (e.g. Regulatory Guides) when requested by the performing organization. All work products must be reviewed and approved by the NMSS TM before they are submitted as documents. All technical directions given to the contractor must be consistent with the work scope and schedule. The NMSS TM is not authorized to unilaterally make changes to the approved work scope or schedule or give the contractor any direction that would increase costs over approved levels. The Contracting Officer is the only individual authorized to make changes i
