This revision includes changes to the 10 CFR 50 emergency planning requirements and incorporates 10 CFR 72 emergency planning requirements for the Rancho Seco Independent Spent Fuel Storage Installation (ISFSI). This revision to the Emergency Plan also incorporates the commitments made to the NRC ss outlined in the NRC letter dated May 18,1999.

We are also including the following suppon documents:

1. The 10 CFR 50.59 determination and 10 CFR 50.54(q) evaluation associated with this change to the emergency plan. l
2. Review comments from the County of Sacramento and the State of Califomia.
