SUBJEG T: NRC INSPECTION REPORT 50-312/97-04 AND NOTICE OF VIOLATION
Dear Mr. Ferreira:
On September 22-25,1997, the NRC completed an inspection at your Rancho Seco Nuclear
Generating Station rea . tor facility. The enclosed report presents the scope and results of that
inspection.
Major areas reviewed during this inspection included work related to the decommissioaing
activi' 's in the turbine building, review of the current organization, adequacy of safety
evalui ,ons c'mpleted, implementation of training, compliance of the spent fuel pool with
technics' specifications and review of the 1996 environmental report.
Based on the asults of this inspection, the NRC has determined that one violation of NRC
requirements occurred. This violation is cited in the enclosed Ncoce of Violation (Notice) and
ths circumstaaces surrounding the violation are descrit:ed ia detailin the enciased report. This
violation involved the failure to initiate an out of-tolerance report when the annual calibration of
the thermocouple for the spent fuel pool temperature indicator was found to be out of
specifications. The out-of tolerance report initiates the necessary technical and engineering
raviews to ensure that possible unsafe or limiting conditions do not exist in the plant. Daily
veilfication of compliance with the spent fuel pool technical specification for pool temperature
was directly dependent upon the performance oi this thermocouple.
Please note that you are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response. The NRC will use your
response, in part, to determine whether further enforcement action is necessary to ensure
compliance with regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosures, and your response will be placed in the NRC Public Document Room (PDR). To the
extent possible, your response should not include any personal privacy, proprietary, or
safeguards information so that it can be placed in the POR without redaction.
