EMERGENCY PLANNING

Dear Mr. Martin:

1 During the exit aeeting held on September 1, 1989, between representatives of your staff and the Rancho Seco staff, four

. potential violations were-identified relative to the Rancho Seco Emergency Plan. As was noted by Jim Shetler, our Deputy Assistant General Manager, Nuclear, District management is extremely concerned about the implications of the readiness of the~ Emergency Response Organization (ERO) based upon your inspection findings. I want to reiterate our commitment that protection of the public health and safety is the primary concern of'the Rancho Seco organization.

To demonstrate our commitment and to assure rapid response to the concerns raised in the subject inspection, the District commits to the following actions:

1.- For the ten essential positions that currently show no qualified persons in place, we will immediately identify at least one person who can be qualified by procedure or initiate necessary training to bring qualifications current.

The. District will notify the NRC Resident Inspector by 1300 hours0.015 days <br />0.361 hours <br />0.00215 weeks <br />4.9465e-4 months <br /> on Saturday, September 2, 1989, of our ability to complete this action or our schedule for completion. The intent is to assure qualified ERO positions are in place as soon as possible.

J. B. Martin AGM/NUC 89-096 2.. Provide an-updated ERO callout list identifying by name who is qualified for each position. Those personnel who are assigned to a position, but are not yet qualified for that position, will be clearly identified. This will assure that the properly qualified personnel will be called out in response to an emergency situation. The updated callout list will be issued by September 2,-1989.

3. .The Manager, Nuclear Quality and Safety has issued a Stop Work Order on fuel movement to prevent any movement of fuel until we have verified that there is an adequately qualified ERO staff. (See attached)
4. In order to properly document the issues identified by the potential violations from your inspection, foer Potential Deviations from Quality (PDQs) have been issued. We will use these PDQs to ensure that the inspection issues are properly evaluated and dispositioned. (See attached)
5. The Manager, Nuclear Quality and Safety has initiated a surveillance on our controlled copies of the Emergency Plan m and implementing procedures to determine if there is a wider concern about proper maintenance and updating of emergency manuals. This surveillance will be completed by September 2, 1989. In addition, Quality has been requested to broaden this surveillance to address the issue of any generic concern on controlled manual updates.
6. An action plan will be generated by September 8, 1989 to address the broader issues from your inspection and the District's corrective actions to resolve them.

At this time I again want to reiterate the District's commitment to meeting the requirements of our license and assuring the health and safety of the public. We take the issues raised in this inspection seriously and intend to correct any deficiencies as rapidly as we can.
