Attached is an update' on issues raised in the subject inspection report that have yet to be completed, and the status of each of the items. Our initial response to this inspection was by letter CEO 88-371 and was updated on September 27, 1989 by letter AGM/NUC 89-137. Studies of this problem have been made. Our attempts to correct problems with the present measurement device and location have failed. He will take those actions j required to correct problems with this measurement. This work [ is scheduled to be completed and implemented by December 30, 1990. T881229021 In letter CEO 88-371 we committed to complete a safety factor calculation for each of the Technical Specification effluent monitors. Calculations for the liquid effluent monitors have i been completed and are in use. Safety factors for the gaseous effluent monitors are being calculated..These calculations are presently being performed and should be completed and implemented by June 1990. Until these calculations arc completed, the historical default values will be used. 1881229027 In letter CEO 88-371, we committed to include a reference to Regulatory Guide 4.15 in procedure RSAP-1702. This revision is presently scheduled to be completed and implemented by April 1990 and is on schedule. T881229029 In letter CEO 80-371, we committed to writs a new procedure (s) to address gaseous ano liquid effluent monitor correlations. The cc,rrelation of the geseous effluent monitors has been completed and implemented. The correlation of the liquid cffluent monitors is not possibit with the activity ar,d monitors presently instt.11ed. The activity contained in liquid effluent; released via tMs release pathway is r:ot great enough to allow correlation. He presently analyze (via Gel.i gamma isotopic) liquid efficents twice prior to release. Liquid effluents are analyzed ir the RHUT prior to transfer to a retention basin and the basin is analyzed prior to release from the site. Our present Technical Specifications and ODCH do not allow liquid discharges of activity above E-7. The value is the basis for one of the release authorization steps that would prevent a release from being authorized. Based on this, we believe that the present liquid effluent monitoring system is adequate, that adequate procedural controls are in place and improvement of the present system is not required to assure compliance.
