Dear Mr. Martin:

On January 24, 1990, in a meeting. held at the Rancho Seco site, the District presented plans for a reverification survey of the liquid effluent exposure pathway. Subsequently, this briefing was documented in NRC Region V Inspection Report 50-312/90-02, dated February 1,:1990. l The reverification was prompted by environmental observations of. areas within the owner-controlled area.made during the spring of.1989. The' action plan to' i o I reverify the liquid effluent exposure pathway was to be a four-phased approach. These four phases are: search for relevant documents, survey planning, performance of the surveys, and evaluation of the collected survey. data. For an unrelated purpose, prior'to the January briefing,-the District had contracted for a verification sampling and analysis of the liquid effluent exposure pathway. :This sampling was performed-by Lawrence Livermore National Laboratory (LLNL)- during the first half of 1989. At present,_they are in the ~ process of data. evaluation analysis of the liquid effluent exposure pathway. The District expects a-final report by September 1990.- -The District e.gects the _LLNL. efforts may preclude dedicating additional 1 resources-to the performance of pha'ses 1, 2, and~ 3 of the action-plan; I. therefore, we-intesd to postpone implementation'of these three phases until the LLNL report is issued and its contents reviewed. i

Martin NL 90-389 i Additionally, as stated in the 1989 Annual Radiological Environmental Operating Report (AREOR), the action plan implementation schedule is being reviewed in conjunction with various decommissioning options. Because the eventual return of the site to unrestricted use may require a comprehensive site survey to be performed, the District may postpone completion of the action plan. l The areas of interest that were originally identified during the spring of 1989 are included in the District's Radiological-Environmental Monitoring Program (REMP) and the radiological prof 11e of these areas is being monitored and trended. Because of this monitaring and trending program, the District is confident that any postponement of completion of the action plan will not adversely impact the health and safety of the public. As previously stated, the District expects LLNL to complete its evaluation of the data collected in 1989 and will provide an analysis of the liquid effluent exposure pathway associated with Rancho'Seco's releases. It is expected that LLNL will provide the final report by September 1990. The District will continue to provide updates on the status of the action plan as new information develops.
