Dear Mr. Martin:
l In response to'the. subject' letter dated September 6, 1989, I stand by my i
commitment of June 21 and August 29, 1989, "to implement the closure plan in a safe and deliberate manner fully complying with the license and...with all applicable laws and regulations...."
As mentioned in your letter, we have already addressed some of the identified problems in the. Emergency Planning area. Also, as indicated in my September 1, 1989 letter to you,.we have immediately taken remedial steps, and formulated a

program, to. resolve those remaining identified problems.
On or before September 13, 1989, we will respond to your request, made under 10 CFR 50.54(f), to provide an assessment of our compliance with NRC requirements, including 10 CFR 50, Appendix E, and our commitments in other required program areas.
