August 9,1988 Docket No. 50-382 Mr. J. G. Dewease Senior Vice President - Nuclear Operations Louisiana Power and Light Company 317 Baronne Street, Mail Unit 17 New Orleans, Louisiana 70112

Dear Mr. Dewease:

SUBJECT:

CONTROL ROOM AIR CONDITIONING, BASES CHANGE (TACNO.67852)

By letu r dated March 28, 1988, the Louisiana Power and I.ight Company proposed a revision to the Technical Specification (TS) Bases, B 3/4.7.6, "Control Room Air Conditioning System." The propcsed change would allow a Control Room Air Handling Unit and Emergency Filtration Unit in opposite trains to be credited for system operability.

The purpose of the proposed revision is to more accurately reflect the control room air conditioning system design in the TS bases. Based on our review, we

, have determined that the proposed change is acceptable on a temporary basis until appropriate changes are incorporated into the TS Limiting Conditions for Operation and Surveillance Requirements. We have discussed this apprcach with your staff and it is our understanding that they are amenable to investigating possible changes to the TS to accoirplish the same purpose. The change to the Bases is effective for six months from the date of this letter and may be ex--

tended by letter from this office on the demonstration'of best efforts by LP&L.

Our Safety Evaluation is enclosed for your information.

Sincerely, '

/t/

David L. Wigginton, Project Manager Project Directorate - IV Division of Reactor Projects - III, IV, Y and Special Projects
