Box 4545 Atlanta, Georgia 30302 The Commission has requested the Office of the Federal Register to publish the enclosed " Notice of Consideration of Issuance of Amendments to Facility Operating Licenses and Opportunity for Prior Hearing." This notice relates to your application for amendment dated March 27, 1986, which would revise the Technical Specifications for the Edwin I. Hatch Nuclear Plant, Units I and 2, to change surveillance requirements for the reactor protection system instrumentation.

We have requested that this notice be published because the changes, which include reductions in the frequency of certain surveillances, are too complex to permit our making a preliminary no significant hazards considerations determination without first performing a detailed review.
