Attachment fo RA 16-0054 Page 1 of 2 Summary of Changes to Three Procedures and One Form That Implement the Wolf Creek Generating Station (WCGS) Radiological Emergency Response Plan (RERP)

1. Procedure EPP 06-001, "Control Room Operations," Rev. 25 Editorial changes were made to improve the clarity of guidance for evacuation of personnel in step 7.2.2.2.d and to improve the formality of guidance in step 7.2.11 for communicating with the Control Room when command-and-control duties are transferred to an emergency manager. New step 7.2.12 was added to improve plant status updates for Control Room personnel.

The changes to procedure EPP 06-001 support improvement of communication between the Shift Manager and Control Room personnel and compliance with 10 CFR Part 50, Appendix E, Section IV.A.2 and 10 CFR 50.47(b)(1). Therefore, these changes to procedure EPP 06-001 do not reduce the effectiveness of the WCGS RERP.

2. Procedure EPP 06-002, "Technical Support Center Operations," Rev. 39 Multiple changes to multiple procedural steps were made to improve the Site Emergency Manager's communication of important information within the Technical Support Center (TSC) and with other emergency response facilities by emphasizing command-and-control and event status updates. This procedure was also changed to enhance the guidance for announcing the activation status of the TSC and the status of responsibility for command-and-control.

The changes to procedure EPP 06-002 enhance guidance for the Site Emergency Manager and the TSC Administrative Coordinator in support of compliance with 10 CFR Part 50, Appendix E, Section IV.A.2. Therefore, the changes to procedure EPP 06-002 do not reduce the effectiveness of the WCGS RERP.

3. Procedure EPP 06-003, "Emergency Operations Facility Operations," Rev. 24 Multiple changes to multiple procedural steps were made to improve the Off-Site Emergency Manager's communication of important information within the Emergency Operations Facility (EOF) and interaction with external emergency response organization leaders by emphasizing command-and-control and event status updates. This procedure was also changed to enhance the guidance for announcing the activation status of the EOF and the status of responsibility for command-and-control.

The changes to procedure EPP 06-003 enhance guidance for the Off-Site Emergency Manager and the EOF Administrative Coordinator in support of compliance with 10 CFR Part 50, Appendix E, Section IV.A.2. Therefore, the changes to procedure EPP 06-003 do not reduce the effectiveness of the WCGS RERP.

4. Form EPF 06-002-04, "Facility Briefing," Rev. 1 This form was revised and expanded to improve communication by Site Emergency Managers and Off-Site Emergency Managers within and between emergency response facilities. The changes to form EPF 06-002-04 enhance guidance for the Off-Site Emergency Manager and the EOF Administrative Coordinator in support of compliance with 10 CFR Part 50, Appendix E, Section IV.A.2. Therefore, these changes do not reduce the effectiveness of the WCGS RERP.
