Docket Nos. 50-482 and 72-79: Revision of One Procedure that Implements the Radiological Emergency Response Plan (RERP) for Wolf Creek Generating Station (WCGS)

Commissioners and Staff:

In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), WCGS is submitting a change to the emergency plan. Specifically, one procedure that implements the WCGS RERP has been revised. The revised document is identified below:

Procedure Effective Date EPP 06-009, Rev. 13 July 24, 2023

The attached summary of the changes to the implementing procedure explains these changes do not reduce the effectiveness of the WCGS RERP.

Summary of Changes to One Procedure that Implements the Radiological Emergency Response Plan (RERP) for Wolf Creek Generating Station (WCGS)

1. Procedure EPP 06-009, DRILL AND EXERCISE REQUIREMENTS, Rev. 13

Procedure EPP 06-009 has been revised. This change is in response to EP Program exit meeting held on January 26, 2023, NRC Inspection Report 2023-001, the NRC inspector indicated that WCGS will receive an NRC-Identified Green Non-Cited Violation (NCV) of 10 CFR 50.54(q)(2) for the failure to maintain the effectiveness of the Emergency Plan by not conducting annual medical drills.

New guidance is being added to Section 7.1.9 Medical Emergency Drills to align with the Letters of Agreement with Coffey County Hospital and Newman Regional Health. These agreements require that Wolf Creek Nuclear Operating Corporation (WCNOC) personnel with expertise in radiological practices accompany the transportation of a contaminated, injured individual from Wolf Creek to the hospital during drills and exercises.

Also, a minor word change is being made to the step that describes the Medical Emergency Drills; should include is being changed to include. This change aligns to the station emergency plan.

These changes do not reduce the effectiveness of the Wolf Creek Radiological Emergency Response Plan.
