Five procedures and one form that implement the WCGS RERP have been revised. The revised documents are identified below:

Attachment to RA 20-0049 Page 1 of 2 Summary of Changes to Five Procedures and One Form that Implement the Radiological Emergency Response Plan (RERP) for Wolf Creek Generating Station (WCGS)

1. Procedure AP 06-004, EQUIPMENT IMPORTANT TO EMERGENCY RESPONSE, Rev. 10 The procedure is being revised to make changes to Alert and Notification System / Wolf Creek Joint Media Center:
1. Step 2.3 revised to remove "This procedure does not apply to non-owned emergency response facilities such as the Topeka Joint Information Clearinghouse (JIC)." Replaced with, "and the Wolf Creek Joint Media Center." to align with the implementation of the new facility.
2. A new Alert and Notification System (ANS) that uses Integrated Public Alert Warning System (IPAWS)/ Wireless Emergency Alerting (WEA) and IPAWS/EAS (Emergency Alert System) is being implemented. IPAWS/WEA and IPAWS/EAS replace the use of outdoor sirens and tone alert radios as the primary ANS.
3. ATTACHMENT B, deleted due to IPAWS implementation compensatory measures are no longer required, renamed remaining attachment.

4. A minor editorial change to correct spelling.

The changes do not reduce the effectiveness of the Emergency Plan.

2. Procedure EPP 06-010, PERSONNEL ACCOUNTABILITY AND EVACUATION, Rev. 11 The procedure is being revised to clarify duties of the Security Shift Lieutenant with regard to site evacuation and accountability.

Some editorial changes have been made.

The changes do not reduce the effectiveness of the Emergency Plan.

3. Procedure EPP 06-023, EMERGENCY RESPONSE FACILITY FUNCTIONALITY, Rev. 4 Wolf Creek recently replaced its public information facilities with the Wolf Creek Joint Media Center. The new facility includes a JIC, Media Center and Public Inquiry Room and is located at BETO Junction adjacent to the Emergency Operations Facility (EOF) and Alternate Technical Support Center (within the same building). Due to the adjacent location and shared resources such as power supply, communications and computer networks, etc., the scope of the procedure is being updated to include the Joint Media Center as part of the EOF facility.

The changes do not reduce the effectiveness of the Emergency Plan.

4. Procedure EPP 06-002, TECHNICAL SUPPORT CENTER OPERATIONS, Rev. 45 This procedure provides guidelines for the activation of the Technical Support Center (TSC), for the activation of the Alternate TSC when the primary TSC is unavailable.

The changes do not reduce the effectiveness of the Emergency Plan.

5. Form EPF 06-010-02, SECURITY E-PLAN RESPONSIBILITIES CHECKLIST, Rev. 7 The Form is being revised that added steps to report ACAD badge numbers and/or names received from Control Room and to advise the Technical Support Center of adverse events or conditions that could impede safe evacuation of site personnel from the Exclusion Area.

The changes do not reduce the effectiveness of the Emergency Plan.

6. Procedure AP 17C-024, EMERGENCY PLANNING RESPONSIBILITIES, Rev. 15 A new Alert and Notification System (ANS) that uses Integrated Public Alert Warning System (IPAWS)/ Wireless Emergency Alerting (WEA) and IPAWS/EAS (Emergency Alert System) is being implemented. IPAWS/WEA and IPAWS/EAS replace the use of outdoor sirens and tone alert radios as the primary ANS.

In addition to Lyon County, Coffey County has entered into mutual aid agreement with Woodson County to provide reception and care for evacuees from the effective 10-mile EPZ. The procedure incorporated these changes.
