In accordance with 10 CFR 50.54(q)(5), WCGS is submitting a change to the emergency plan. Three procedures and three forms that implement the WCGS RERP have been revised. The revised documents are identified below:

1. Procedure, EPP 06-008, Re-Entry Recovery and Termination Operations, Rev.

1B Procedure EPP 06-008 is being changed to incorporate changes that are administrative in nature. Changes are being made to update a previously approved organization title, update reference titles, make an editorial change associated with the use of acronyms, and corrected the title of a support agreement.

The change does not reduce the effectiveness of the Emergency Plan.

2. Procedure, EPP 06-012, Dose Assessment, Rev. 17B The Emergency Dose Calculation Program Spent Fuel Pool (SFP) option allows the operator to calculate releasable activity from a fire in the SFP. This activity is based on values from the most recent refueling outage. The procedure guidance references the SFP refuel data. The tables that provide this SFP refuel data tables have been updated. The procedure is being changed to reflect the updated data.

The change does not reduce the effectiveness of the Emergency Plan.

3. Procedure, EPP 06-019, Alert and Notification System Sirens, Rev. 10 Procedure EPP 06-019 is being superseded by Procedure AI 06-003, Coffey County Alert and Notification Sirens.

- A new Alert and Notification System (ANS) that uses Integrated Public Alert Warning System (IPAWS)/Wireless Emergency Alerting (WEA) and IPAWS/EAS (Emergency Alert System) is now the primary means to initiate alerting and notification of the public during an emergency at Wolf Creek. IPAWS/WEA and IPAWS/EAS replace the use of outdoor sirens and tone alert radios as the primary ANS. Route alerting remains as the back-up means for alert and notification.

- The sirens will be utilized by Coffey County for other notifications such as fire or tornado.

- EPP 06-019 was used for the creation of AI 06-003 with multiple changes that resulted in a rewrite of the procedure.

- AI 06-003 is not considered a procedure that is part of the RERP as the sirens are no longer the credited method for notification.

The change does not reduce the effectiveness of the Emergency Plan.

4. Form, EPF 06-019-01, ANS Siren Semi-Annual Maintenance, Rev. 7 Form EPF 06-019-01 is being superseded by AIF 06-003-01, Coffey County Siren Annual Maintenance.

The change does not reduce the effectiveness of the Emergency Plan.

5. Form, EPF 06-019-02, ANS Siren Test Report, Rev. 3 Form EPF 06-019-02 is being superseded by AIF 06-003-02, Coffey County Siren Test Report.

6. Form, EPF 06-019-03, ANS Siren Battery Maintenance, Rev. 2 Form EPF 06-019-03 is being superseded by AIF 06-003-03, Coffey County Siren Battery Maintenance.
