It was identified by Wolf Creek Nuclear Operating Corporation (WCNOC) on May 29, 2019, that the Reference contained an incorrect letter number. In accordance with 10 CFR 50.9(a), WC NOC requests replacing RA 18-0016 with RA 18-0106, in its entirety. Enclosure I is the original letter, RA 18-0016, submitted on October 2, 2018 and Enclosure 11 is the corrected letter, RA 18-0106.

1. Procedure EPP 06-001, "Control Room Operations," Rev. 28 STARS Alliance Stations, including Wolf Creek Generating Station (WCGS), are upgrading their Emergency Action Level (EAL) criteria by implementing the latest Nuclear Regulatory Commission (NRC) approved Nuclear Energy Institute (NEI) guidance, NEI 99-01, Revision 6, "Development of_ Emergency Action Levels for Non-Passive Reactors."

The NRC issued License Amendment 218 to Renewed Facility Operating License No NPF-42 for WCGS. The Amendment consists of changes to, the EAL scheme which was approved on August 28, 2017.

Several enhancements are made to this procedure adopting the new NEI Emergency Action Levels and Emergency Classification Levels. Also, form EPF 06-007-01, "Wolf Creek Generating Station Emergency Notification," is superseded by EPF 06-007-02, "Immediate Emergency Notification,' and EPF 06-007-03, "WGCS Follow-Up Emergency Notification." Forms EPF 06-002-02 and EPF 06-002-03 are developed to replace the current, single, emergency notification form. This change was approved by . Coffee County and State of Kansas Offsite Response Organizations (OROs). Steps 7.2.3 and 7.4.1 are changed to reflect the changes to the forms.

These changes were NRC approved and do not decrease the effectiveness of the WCGS Radiological Emergency* Response . i Plan (RERP).

2; Procedure EPP 06-002, "Technical Support Center," Rev. 42 Several enhancements are made to this procedure adopting the new NEI Emergency Action Levels and Emergency Classification Levels. Steps in Section 7.11 and A.11.4 are changed to reflect changes to the EPP forms and several steps are also restructured for clarity.

These changes were NRC approved and do not decrease the effectiveness of the WCGS RERP.

3. Procedure EPP 06-003, "Emergency Operations Facility Operations,"

Rev.26 Several enhancements are made to this procedure adopting the new NEI Emergency Action Levels and Emergency Classification Levels. Steps in Section 7.11 are changed to reflect the changes to the forms and several steps are also restructured for clarity.

Steps in Sections 4, 6 and 7 are revised to align with NEI 99-01, Rev 6, definitions. Changes are also made to reflect new form numbers or titles.

These changes were NRC approved and do not decrease the effectiveness of the WCGS RERP.

5. Procedl!re EPP 06-006, "Protective Action Recommendations," Rev.10 Steps in Sections 4 and 7 are revised to align with NEI 99-01, Rev 6, definitions. Changes are also made to reflect new form numbers or titles.

These changes were NRC approved and do not decrease the effectiveness of the WCGS RERP.

6. Procedure EPP 06-007, "Emergency Notifications," Rev. 26 Several enhancements are made to this procedure adopting the new NEI* Emergency Action Levels and Emergency Classification Levels. Steps in Sections 4, 5, 6, 7, 8 and 9 reflect the changes to the forms.

These changes were NRC approved and do not decrease the effectiveness of the WCGS RERP.

7. Procedure AP 06-004, "Equipment Important to Emergency Response,"

Rev.9A Information was incorrectly provided in the compensatory measures column for GTRE0059 / GTRE0060 in AP 06-004, Rev

10. Form EPF 06-002-01, "Emergency Manager Turnover Sheet," Rev. 1A The Emergency Manager Turnover Sheet is revised to align the order of classifications with the format in the new EAL scheme and added checkboxes for clarity.

This is a minor word change and does not decrease the effectiveness of WCGS RERP.

11. Form EPF 06-004-11, "Topeka Phone Team Room Checklist," Rev. 5A The 'Phone Team Manager' phone number is changed. The reference to form EPF 06-004-1 O, 'Media Team Report,' on page 3 was removed because it was voided. The information from EPF 06-004-1 O now resides in EPF 06-Q04-07,

'Phone Team Information Report.'

12. Form EPF 06-018-15, "Emergency Planning Quarterly Communications Checklist," Rev.148 This form incorporates PCR # 68958 and updates/corrects phone numbers.
