Attachment to RA 18-0112 Page 1 of 2 Summary of Changes to Four Procedures and One Form that Implement the Radiological Emergency Response Plan (RERP) for Wolf Creek Generating Station (WCGS).

1. Procedure EPP 06-012, "Dose Assessment" Rev. 15 Wolf Creek Nuclear Operating Corporation upgraded their Emergency Action Level (EAL) criteria by implementing the latest approved Nuclear Energy Institute (NEI) guidance, NEI 99-01, Revision 6, "Development of Emergency Action Levels for Non-Passive Reactors."

The change is being made to align the GTRE0059 / GTRE0060 trigger values used for performing dose assessment functions with those implemented by the NEI 99-01, Revision 6 EALs.

EPP 06-012 provides guidelines for determining release rates and for estimating off-site dose to the whole body and thyroid.

  • The licensing basis is not affected by the change.

The change does not affect any previous commitments made to the NRC.

The change continues to support the emergency planning function by providing updated values used for determining release rates and for estimating off-site dose calculations.

The change does not reduce the effectiveness of the Emergency Plan.

2. Procedure EPP 06-001, "Control Room Operations" Rev. 29 The procedure is being changed to align the GTRE0059 /GTRE0060 trigger values used for performing dose assessment functions with those implemented by the NEI 99-01, Revision 6 EALs.

The procedure is being changed to align the steps performed by the Shift Manager with the guidance in Form EPF 06-001-07, EMERGENCY EVENT REMINDER.

The Off-Site Communicator initiates staffing of the Emergency Response Organization (ERO), sounds the site evacuation alarm, makes plant announcements and performs immediate and follow-up notifications with the off-site authorities. The procedure is being changed to clarify and provide a better flow to the steps used for sounding the site evacuation alarm and making plant announcements.

If the Control Room enters Procedure OFN-RP-17, CONTROL ROOM EVACUATION, the Off-Site Communicator is dispatched to the TSC to perform emergency notifications. The procedure is being changed to provide guidance for the Off-Site Communicator to ensure emergency notifications for off-site authorities are performed from the TSC.

The change does not reduce the effectiveness of the Emergency Plan.

3. Procedure EPP 06-019, "Alert and Notification System Sirens" Rev. 98 Condition Report 103228 identified inconsistencies in the level of Functional Importance Determination (FID) classification for E-Plan equipment. This resulted in E-Plan equipment receiving inconsistent priority for work activities.

To ensure compliance with the station's work prioritization procedure, the FID classification is being removed from the procedure.

Guidance for siren reportability is being revised to align with the requirements of AP 26A-001, REPORTABLE EVENTS - EVALUTION AND DOCUMENTATION. This change provides the appropriate level of detail for determining if NRC notification is warranted.

The change is in compliance with the noted regulatory requirements and does not change any previous commitments to the NRC.

The change continues to comply with 10 CFR 50 50.47(b)(5) and 10 CFR 50 Appendix E, Section IV.D.1.

The change does not reduce the effectiveness of the Emergency Plan.

4. Procedure EPP 06-001, "Control Room Operations" Rev. 29A The procedure is being changed to make an administrative correction. Minor words have been changed to provide clarification: Step 7.4.5, change "ATIACHMENT B" to "EPP 06-002, TECHNICAL SUPPORT CENTER OPERATIONS, ATTACHMENT B".

The procedure branch was inadvertently omitted when the step was added to the procedure.

The change does not reduce the effectiveness of the Emergency Plan.

Wolf Creek has updated two siren designators at the request of Coffey County:

Jacobs Creek, change "JW4" to "CW1" LeRoy, change "LW1" to "RW1".
