Commissioners and Staff:

In accordance with 10 CFR 50.54(q)(5), WCGS is submitting a change to the emergency plan.

Specifically, two forms that implement the WCGS RERP have been revised. The revised documents are identified below:

Forms Effective Dates EPF 06-007-02, Rev. 1 March 27, 2023 EPF 06-007-03, Rev. 1 March 27, 2023 The attached summary of the changes to the implementing forms explain that these changes do not reduce the effectiveness of the WCGS RERP.

1. Form EPF 06-007-02, WCGS IMMEDIATE EMERGENCY NOTIFICATION, Rev. 1 Form EPF 06-007-02 has been revised. The TIME OF NOTIFICATION line for State and County, for communicator use only, was deleted. It was located at the top of the page. An area was provided at the top of the page as a place-keeper to assist communicators in documenting the State and County time of notification. When the notifications are complete, this time, along with the contacts name, is documented in the NOTIFICATIONS section at the bottom. The decision was made to remove the place-keeper line from the form. Internal OE shoes the place-keeper seems to cause confusion rather than being helpful to the communicators.

Step 11 SUBZONES was also edited. Subzones John Redmond Reservoir (JRR) and Coffey Country Lake (CCL) were grouped together to automatically recommend evacuation of the lakes at a Site Area or General Emergency. During the 8-31-2022 evaluated exercise, this grouping led to a subzone being recommended for evacuation that was not impacted by a radiological release. The form is being changed to provide separate check boxes for JRR and CCL to allow multiple options for evaluation of the lakes to ensure the forms guidance is consistent with 10 CFR 50.47(b)(10) planning standard and EPA-400, EPA/Kansas Protective Action Guides. This was documented in WCGS corrective action program in condition report 10018445.

These changes do not reduce the effectiveness of the Wolf Creek Radiological Emergency Response Plan.

2. Form EPF 06-007-03, WCGS FOLLOW-UP EMERGENCY NOTIFICATION, Rev. 1 The changes listed above for EPF 06-007-02 were also made to EPF 06-007-03. The following separate changes were also made to EPF 06-007-03.

A date field was added in Step 12 for when the reactor tripped. This change is an enhancement for situations when the reactor may have been previously tripped or shutdown.

The NRC Resident Inspector, Evergy Generation Operations, ANI and INPO were removed from NOTIFICATIONS section. This change aligns the form with EPP 06-007, Emergency Notifications. The County and State are the only agencies required to be contacted for follow-up notifications. The NRC Resident Inspector, Evergy Generation Operations, ANI and INPO will continue to receive all immediate notifications, and the Emergency Notification System establishes and maintains continuous communications with the NRC to provide any required updates.

Other changes were made to this form to provide enhanced guidance to ensure the form is accurate and consistent. This includes aligning the terminology for the Field Team Data, Release Rate and Centerline Dose sections with the dose assessment calculation worksheets. These changes provide consistent terminology for those involved in the PAR process.

These changes do not reduce the effectiveness of the Wolf Creek Radiological Emergency Response Plan.
