Docket No. 50-482: Revision of Six Procedures that Implement the Radiological Emergency Response Plan (RERP) for Wolf Creek Generating Station (WCGS)

In accordance with 10 CFR 50.54(q)(5), WCGS is submitting a change to the emergency plan.
Six procedures that implement the WCGS RERP have been revised. The revised documents are identified below:
Procedures Effective Dates AP 17C-028, Rev. 18 November 11, 2020 EPP 06-002, Rev. 46 November 11, 2020 EPP 06-003, Rev. 29 November 11, 2020 EPP 06-004, Rev. 32 November 11, 2020 EPP 06-015, Rev. 15 November 11, 2020 EPP 06-021, Rev. 15 November 11, 2020 The attached summary of the changes to the implementing procedures explain that these changes do not reduce the effectiveness of the WCGS RERP. - 1. Procedure AP 17C-028, EMERGENCY RESPONSE DUTIES AND RESPONSIBILITIES, Rev. 18 License Amendment Request (LAR) 220 approved by the NRC in 2019, standardized the Technical Support Center (TSC) activation time to 75 minutes, negating the need to distinguish between "normal" and "non-normal" working hours.
At that time, the decision was made to maintain the "normal" and "non-normal" working hours to minimize the impact of change on the Emergency Response Organization (ERO).
Procedure AP 17C-028 has been revised to remove the references to "normal" and "non-normal" working hours. The automatic dialing system (ADS) used for ERO notification during "non-normal" working hours will be used at all times for ERO notifications.
The change does not reduce the effectiveness of the Emergency Plan.
- 2. Procedure EPP 06-002, TECHNICAL SUPPORT CENTER OPERATIONS, Rev. 46 LAR 220 approved by the NRC in 2019, standardized the TSC activation time to 75 minutes, negating the need to distinguish between "normal" and "non-normal" working hours. At that time, the decision was made to maintain the "normal" and "non-normal" working hours to minimize the impact of change on the ERO.
Procedure EPP 06-002 has been revised to remove the references to "normal" and "non-normal" working hours. The ADS used for ERO notification during "non-normal" working hours will be used at all times for ERO notifications.
The change does not reduce the effectiveness of the Emergency Plan.

Procedure EPP 06-003, EMERGENCY OPERATIONS FACILITY OPERATIONS, Rev. 29 LAR 220 approved by the NRC in 2019, standardized the TSC activation time to 75 minutes, negating the need to distinguish between "normal" and "non-normal" working hours. At that time, the decision was made to maintain the "normal" and "non-normal" working hours to minimize the impact of change on the ERO.
Procedure EPP 06-003 has been revised to remove the references to "normal" and "non-normal" working hours. The ADS used for ERO notification during "non-normal" working hours will be used at all times for ERO notifications.
The change does not reduce the effectiveness of the Emergency Plan.

Procedure EPP 06-004 has been revised to remove the references to "normal" and "non-normal" working hours. The ADS used for ERO notification during "non-normal" working hours will be used at all times for ERO notifications.

At that time, the decision was made to maintain the "normal" and "non-normal" working hours to minimize the impact of change on the ERO.
Procedure EPP 06-015 has been revised to remove the references to "normal" and "non-normal" working hours. The ADS used for ERO notification during "non-normal" working hours will be used at all times for ERO notifications.
