WOLF CREEK GENERATING STATION - SECURITY BASELINE INSPECTION REPORT 05000482/2024420
Dear Cleveland Reasoner:
On September 26, 2024, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Wolf Creek Generating Station and discussed the results of this inspection with Jaime McCoy, Site Vice President and other members of your staff. The results of this inspection are documented in the enclosed report.
No findings or violations of more than minor significance were identified during this inspection.
During this inspection your staff submitted a letter to the NRC on September 16, 2024, that documented a potential backfit concern under Title 10 of the Code of Federal Regulations (10 CFR) 50.109 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML24268A159). A subsequent letter was submitted on October 2, 2024, that requested that the NRC hold the backfit assertion in abeyance (ML24276A150). The NRC acknowledges receipt of these letters and will hold the issue in abeyance until Wolf Creek communicates that it wishes to pursue the issue further.

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a security baseline inspection at Wolf Creek Generating Station, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2201, Security Inspection Program for Commercial Nuclear Power Reactors. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

Contingency Response - Force-On-Force Testing (1 Sample)
- (1) NRC inspectors completed the Contingency Response - Force-on-Force (FOF)
Testing inspection procedure by evaluating the licensees performance in implementing the physical protection program to detect, assess, interdict, and neutralize threats up to, and including, the design basis threat of radiological sabotage. Two NRC-evaluated FOF exercises were conducted for the evaluation.
