Review of Snubber Surveillance Procedures The inspector examined the following procedures which control snubber surveillance activitie (1)- Procedure Number PT/0/A/4200/06 Inservice Visual Inspection of Safety-Related Snubbers (2) Procedure Number MP/0/A/7650/50, Operability Testing of Hydraulic Snubbers (3)- Procedure Number MP/0/A/7650/51, Hydraulic Snubber Removal and Replacement (4) Procedure Number MP/0/A/7650/62, Removal, Replacement and

Operational Inspection of PSA Mechanical Snubbers (5) Procedure Number MP/0/A/7700/01, Functional Testing of Mechanical Snubbers Inspection of Snubbers The inspector performed a visual inspection of approximately 200 hydraulic and mechanical snubbers installed on systems located in the Unit 2 "exterior doghouse", the roof of the Unit 2 diesel generator building, and the Units 1 and 2 auxiliary buildings. Snubbers examined included those installed on portions of the auxiliary feedwater main system, feedwater, component cooling, residual heat removal and nuclear service water systems. During the walkdown inspection, the inspector verified that the snubbers were not damaged, that ottachment to the supporting structure and piping was secure, and for hydraulic snubbers, that the fluid level in the reservoirs was acceptable and that fluid was not leaking from the snubbe No discrepancies were noted during the walkdown, Review of Quality Records The inspector reviewed quality records documenting surveillance of Units 1 and 2 snubbers. Records examined were as follows:

(1) Results of visual inspection of Unit 1 accessible and inaccessible snubbers performed in August - September 1987 (2) Results of visus 1 inspection of Unit 2 inaccessible snubbers performed in May - June 1987 (3) Results of functional testing perfonned as Unit 1 snubbers in September 1987 and on Unit 2 snubbers in May - June 1987 (4) Results of freedom of motor testing performed on Unit I snubbers in September 1987 and on Unit 2 snubbers in May 1987

Within the area inspected, no violations or deviations were identifie . Review of Licensee Event Reports - Unit 2 (Closea) LER 370-87-008, Four snubbers were not included on the periodic list due to a defective procedure. On June 24. 1987, licensee maintenance

personnel discovered that two snubbers on the Unit 2 Reactor Coolant System had been deleted from the visual inspector. checklis+.. Further review of the snubber inspection checklist disclosed that two additional snubbers had also been deleted. These snubbers had not been inspected -

since January 19, 198 In order to resolve this problem, visual ins,1ection and functional operability (stroke) tests were performed on the four snubbers in question. The inspection and test results showed that the snubbers were operable. The Unit 2 master snubber inspector list was updated and corrected. The inspector examined the test results and verified that the snubbers had been operable and reviewed the master snubber inspection lists and verified that the list had been correcte The licensee reviewed the Unit 1 master snubber inspection list and verified that a similar problem did not occur with the Unit 1 inspection progra The licensee has purchased a proprietar monitor the snubber inspector checklist (database)y computer for both Units.program The to licensee is in the process of training maintenance personnel to utilize this program.
