SUBJECT: NOTICE OF VIOLATION (NRC INSPECTION REPORT No. 50-482/86-12)

This refers to the inspection conducted of activities authorized by NRC

Operating License No. NPF-42 on May 5-9, 1986, at the Wolf Creek Generating

Station. During this inspection, a violation of NRC requirements was

identified. You waived your opportunity to participate in an enforcement

conference.

The violation described in the enclosed Notice consisted of two separate

occurrences in which security personnel knowingly falsified security tour

reports to indicate that required security inspections had been accomplished

when, in fact, the inspections had not been accomplished. The NRC expects

licensees to ensure that information relevant to the regulatory process is

accurately maintained, and considers falsification of records to be a serious

problem. In accordance with the "Ceneral Statement of Policy and Procedure

for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation

described in the enclosed Notice has been classified at a Severity Level III.

Normally, a civil penalty is considered for a Severity Level III violation.

However, af ter consultation with the Director, Office of Inspection and Enforce-

ment. I have decided that a civil penalty will not be proposed in this case

becausa you identified the violation, reported it promptly to the NRC, and took

prompt and extensive corrective action, which included a thorough investigation

of this matter and dismissal of the individuals involved.

You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response. In your

response, you should document the specific actions taken and any additional

actions you plan to prevent recurrence. After reviewing your response to this

Notice, including your proposed corrective actions, the NRC will determine

whether further NRC enforcement action is necessary to ensure compliance with

NRC regulatory requirements.
