Dear Mr. Beckham:

By letter dated March 22, 1985, Georgia Power Company (GPC) requested an extension to dates contained in the NRC's February 21, 1984 Confinnatory Order for Hatch Units I and 2 as follows:

Submit a detailed control June 30,.1986 December 31, 1986 room design review (DCRDR) sumary report including a proposed schedule for implementation GPC stated that the extension of the E0P implementation date is warranted because an unforeseen remedial training program for Hatch licensed operators has become necessary, and could not be deferred until E0P training is completed. In response to NRC Region II concerns regarding the Hatch licensed operator requalification program, GPC has agreed to conduct a comprehensive training program over a 9 month period for all Hatch licensed operators. This training program and its follow-on tests have preempted the operator and control room simulator time needed for training for the new E0Ps. GPC stated that its DCDR schedule assumed that the E0Ps would be implemented and that an adequate number of E0P trained operators-would be available. It requested schedular relief for the DCDR because of the deferral of E0P training.

We find, based on our evaluation of the information provided by the ,

licensee in requesting this extension, that GPC has adequately justified the delays in meeting the completion dates that the proposed extension is I reasonable, l

Beckham i Therefore, I have concluded, in accordance with Section III of the Order, good cause has been shown for extending the time for implementation of the upgraded E0Ps from December 31, 1985 to December 31, 1986; and for submittal of the DCRDR Summary Report from June 30, 1986 to December 31, 1986.
