Deviation (482/8712-02): Failure to Implement a Continuous Airborne

Monitoring Program .

l

Finding:

The USAR for the Wolf Creek Generating Station, Section (WCGS), Section

12.3.4.2.2.2.9, portable monitors, and Section 12.5.2.1, health physics

equipment aW instrumentation, establish a commitment to use Continuous

Airborne Radioactivity Monitors (CAMS) as a primary means of measuring and

l trending airborne radioactivity concentrations at five specific locations:

thi 1974-foot elevation in the auxiliary building, the 9900-foot elevation

in the uxiliary building - north and south ends, the 191t foot elevation in

the radwaste building, and the 2047-foot elevation in the fuel building.

In deviation from the above, the NRC inspectors determined on May 20, 1987,

that the licensee did not have operable CAMS available to measure and trend

airborne radioactivity for the 2000 foot elevation in the auxiliary

building, the 1976-foot elevetion in the radwaste building, and the 2047-

foot elevation in the fuel building. This is a repeat deviation previously

identified in NRC Inspection Report 50-482/8542-01.

Reason For Deviation:

The Updated Safety Analysis Report, (USAR), Section 12.5.2.1 describes the

Continuous Airborne Radioactivity Monitors, as a three (3) channel

monitor The TEAC CAMS used at Wolf Creek Generating Station have

experienced numeaus operational and maintenance problems which have

resulted in an excessive amount of down time. This excessive amount of down

time is a deviation of the USAR corsnitment to have operating CAMS in

specific areas to provide airborne monitoring.

, Corrective Steps Which Have Been Taken and Results Achieved:

Continuous Composite Air Samples are pulled and analyzed on a daily basis in

the five specific locations: the 1974 foot elevation in the auxiliary

building, the 2000 foot elevation in the auxiliary building; north and south  ;

ends, the 1976 foot elevation in th'e radweste building, and the 2047 foot l

elevation in the fuel building. This sumpling is performed whether or not j

the CAMS are operating. l

A change to the USAR has been initiated which will allow the use of single

or multi channel CAMS. The'une of a single or dual channel CAM will allow

for continuous measuring and trending of airborne concentration when the

thru channel CAM is not functioning. _

Corrective Steps Which Will Be Taken To Avoid Further Deviations:

WCGS Health Physics personnel are continuing to work with the TEAC CAM

manufacturer to improve the units reliabil'cy. Continuous Composite Air '

Samples in the five areas will continue to be pulled and analysed on a daily

basis. A single channel CAM or multi channel CAM aill be used in the five

areas to comply with the commitinent to have five CAM:.; operating.

The Date When Full Compliance Will Be Achieved:

Full compliance has been achieved when the USAR change which. allows use of

mir.sie or multi channel CAMS is approved by Wolf Creek Nuclear Operating

Corporation. This will be done by August 31, 1987.
