Gentlemen:

This refers to the inspection conducted by Mr. I. Barnes and other

inspectors in the Comanche Peak Project Division during the period

August 5 through September 2, 1987, of activities authorized by NRC

Construction Permits CPPR-126 and CPPR-127 for the Comanche Peak

Steam Electric Station, Units 1 and 2, and to the discussion of our

findings with Mr. L. D. Nace, Vice President, Engineering and

cm struction, and other members of your staf f at the conclusion of

h e inspection.

The enclosed copy of our inspection report identifies areas

examined during the inspection. Within these areas, the inspection

consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the

inspectors.

During this inspection, it was found that certain.of your

activities were in violation-of NRC requirements, as specified in

the enclosed Notice of Violation. A written response to the

violations is required.

During this inspection, it was also found that certain of your

activities appeared to deviate from commitments made to the NRC, as

specified in the enclosed Notice of Deviation. A written response

to the deviation is requested.

In accordance with 10'CFR 2.790 of the Commission's regulations, a

copy of this letter, the enclosures, and your response to this

letter will be placed in the NRC Public Document Room.
