Gentlemen:
This refers to your letter of July 23, 1987, requesting temporary relief from the requirements of Wolf Creek Generating Station (WCGS) Technical Specification 3.0.4 in order that WCGS be allowed to change from Mode 3 to Mode 1 while one containment cooling fan was inoperable and being repaired.
