As.a result'of this evaluation of your requalification program it has been assigned an overall program rating of satisfactory, in accordance with the criteria of NUREG-1021, ES 601.

-The one operator and crew that did not pass the simulator portion of.the NRC LRequalification Exam are to be retrained appropriately and reevaluated by your Training Staff. The individual is to be scheduled for an NRC re-examination.in April 1990.

A programmatic concern was identified during the requalification program evaluation as specified in Paragraph 4 of the enclosed report. This concern is the lack of procedural compliance by your operators, particularly during

.the use of Emergency Operating Procedures (E0P). A written response-describing how you plan to ensure E0P procedural compliance is required within 30 days of the date of this letter stating your action covering this item.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

. letter.and the enclosures will be placed in the NRC Public Document Room.
