Gentlemen:

This refers to the inspection conducted by Messrs. J. E. Cumins,

! B. L. Bartlett, and R. P. Mullikin of this office during the period

December 1-31, 1986, of activities authorized by NRC Operating License

No. NPF-42 for the Wolf Creek Generating Station, and to the discussion of our

findings with Mr. G. D. Boyer and other members of your staff at the conclusion

of the inspection.

Areas examined during the inspection included plant status, followup of

previously identified NRC items, operational safety verification, engineered

safety features system (ESF) walkdown, monthly surveillance observation,

.

monthly maintenance observation, cold weather preparation, review of licensee

l event reports (LER), IE Information Notice (IN) followup, 10 CFR Part 21 report

followup, onsite followup of events, plant startup from refueling,

thermal-hydraulic anomaly, and inservice inspection of safety valves. Within

these areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, and observations by the

NRC inspectors. The inspection findings are documented in the enclosed inspection

report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of

Federal Regulations. Your response should be based on the specifics contained

in the Notice of Violation enclosed with this letter. Since enclosed

Violation 482/8634-02 is similar to previously identified NRC

Violation 482/8541-01, your response should include the reason why your

corrective action to Violation 482/8541-01 failed to prevent a reoccurrence.

Two open items are identified in paragraphs 14 and Ib of the enclosed report.

The response directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as
