Gentlemen:

This refers to the inspection conducted by Mr. J. 'R. Boardman of this office

'

and three consultants during the period May 19-23, 1986, of activities

authorized by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas Nuclear One,

Units 1 and 2, and to the discussion of our findings with Mr. J. M.. Levine, and

other members of your staff at the conclusion of the inspection.

Areas examined during the inspection included the licensee maintenance program,

maintenance program implementation, electrical maintenance and instrumentation

maintenance.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the inspectors. The inspection findings are documented in the

enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations. Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

We are concerned by the generic implications of the problem identified in the

attached Notice of Violation. Your response to the Notice of Violation should

specifically address action that has been taken or is planned to assure that,

for all safety-related equipment, the preventative maintenance activities

recommended by the applicable vendor is incorporated in the preventative

maintenance program and associated procedure, or an engineering evaluation has

been prepared to justify not including the specific vendor recommendations in

the program.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

W the Paperwork Reduction Act of 1980, PL 96-511.
