os-NOTICE OF VIOLATION

.

During an NRC inspection conducted on May 19-23, 1986, a violation of NRC requirements was identified.

The violation involved failure to have procedures to accomplish the subject maintenance.

The specific finding and AP&L's response is provided below.

Criterion V of 10 CFR 50, Appendix B, and Section 5 of the approved Arkansas Power and Light Quality Assurance Manual-Operations require that, " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.

Contrary to the above, the licensee failed to have maintenance procedures for the imergency Feedwater Pump Terry Turbines requiring the implementation of available, reviewed Vendor Technical Information (VTI) such as:

to replace oil filters annually (Unit 1 & 2), to specify casing sealant (Unit 2), and to perform annual retorquing of bolting (Unit 2).

This is a Severity Level IV violation.

Response The vendor technical manuals for the ANO-1 and ANO-2 emergency feedwater pump Terry turbines have been reviewed and applicable data are being incorporated into maintenance programs.

Terry Corporation was consulted and the recommended maintenance schedule was provided.

This schedule was in the technical manual for the ANO-1 turbine, which was purchased more recently, but was not in the ANO-2 manual.

The recommended maintenance had not been evaluated for incorporation into the maintenance program previously due to an oversight and the lack of a programmatic review process of vendor technical data.

However, equipment operability was ensured by the surveillance program testing requirements.

This programmatic review is presently being performed in response to NRC concerns in Generic Letter 83-28. Item 2.2.2 (reference ICAN058506, 2CAN078507). Preventive maintenance program review is included in this project.

The effort is a major task that has not been completed.

In order to utilize the presently available information, the maintenance procedure review process includes an evaluation of the vendor technical information for the development and periodic review of maintenance procedures.

Additionally, equipment specification requirements and acceptance criteria are to be identified.

The engineering evaluation of the recommended maintenance schedule and incorporation of the Terry Corporation vendor data into maintenance

procedures and the preventive maintenance program is expected to be complete before 12/31/86.

Because the particular items cited are not yet included in the preventive maintenance program, the work to accomplish the recommendations during the 1986 refueling outages will be performed under job orders.

The lube oil filter change and bolt retorquing for the ANO-2

turbine are to be complete prior to startup from the refueling outage.
