Gentlemen:

This refers to the routine safety inspection conducted by Mr. Stephen Guthrie

of this office on April 9 - July 10, 1986, of activities at Big Rock Point

Nuclear Plant authorized by NRC Operating License No. DPR-6 and to the

discussion of our findings with Mr. David Hoffman at the conclusion of the

inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. A written response

is required.

In addition to the violation, this report discusses two instances where

administrative oversight resulted in failure to perform testing required by

Technical Specifications. Because these events meet the Enforcement Policy

criteria for licensee self identified and corrected events (10 CFR 2, Appendix

C, Part V.A), no violations are being issued. However, deficient

administrative control that contributes to both these instances and the

instance of mispositioned control rods that is the subject of the violation

noted above is of significant concern and should be addressed in your response

to this report.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter and the enclosures will be placed in the NRC's Public Document Room.

The responses directed by this letter and the accompanying Notice (order) are

not subject to the clearance procedures of the Office Of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL96-511.
