The purpose of this letter is to confirm that revisions required by the NRC to the Defueled Emergency Plan prior to implementation have been completed by the Big Rock Point staff.

By letter forwarded September 30,1998, the Commission approved the Big Rock Point Defueled Emergency Plan (DEP) subject to the commitment to revise the plan as described in the NRC Safety Evaluation prior to implementation. The following have been incorporated in the DEP:

1. Appendix E (IV)(C): Activation of Emergency Organization

" The existence, but not the details, of a message authentication scheme shall be noted D

for such (offsite) agencies".

2. Appendix E (IV)(D)(1): Notification Procedures 46h

" Administrative and physical means for notifying local, State, and Federal officials and agencies and agreements reached with these officials and agencies shall be described.

This description shall include identification of the appropriate officials, by title and agency, of the State and local government agencies.

3. Appendix E (IV)(E): Emergency Facilities and Equipment

" Adequate provisions shall be made and described for emergency facilities and equipment, including: (9) At least one onsite and one offsite communications system; l each system shall have a backup power source".

4. " Radiological release assessments are performed using measured radiological and meteorological data. Dose assessment graphs are initially used by the Site Emergency Director or other trained emergency response personnel to determine the potentialimpact to station personnel and the generalpublic".

5. " Additional assessments of potential radiation dose to plant personnel and the general public from direct radiation or potential exposure from various other sources will be performsd as appropriate"
6. The meteorological measurement system will be maintained until such time when the Commission approves the use of an alternate data rource.

These revisions were completed and approved by the Plant Safety Review committee on November 9,1998.

In addition, and in accordance with 10 CFR 50.54(q), the following administrative / editorial changes were made to the plan for clarification. The Big Rock Point staff has concluded that these changes do not reduce the effectiveness of the plan, and continue to meet the requirements of Appendix E to Part 50:

General: The format was revised to meet facility procedure requirements.

a. "Defueled" was inserted prior to " Emergency Plan" and " Emergency Plan Implementing Procedures" where appropriate.
b. " EPA - Environmental Protection Agency" definition was added.

c. " Industrial" Area has been renamed " Protected" Area. l l
d. Fire blankets are not used and have been deleted.
e. The original " Meteorological Monitoring" requirements have been restored. Within this paragraph, the sentences " Access to this system from the TSC is via a Texas Instrument silent 700 dial up remote terminal. Reiiability is assured through the use of redundant l computers and multiple telephone access ports" have been deleted and replaced with )

" Access to this system is by telephone or data transfer via the computer in the ESC". l l

f. " Technical Support Center" has been replaced by " Emergency Support Center" where i appropriate.
g. Organization titles were updated. " Business and Regulatory Services" was deleted because the department was dissolved and responsibilities redistributed.
h. Staffing requirements were inserted to match the Defueled Technical Specifications .

"Nonnal shift staffing will consist of one shift supervisor, one non-certified fuel handler, and one radiation protection technician if the shift supervisor or non-certified operator are not certified in radiation protection procedures. During fuel handling operations, the normal shift is augmented by an additional certified fuel handler. If not already on shift, one radiation protection technician is required".
