Dear Mr. Powers

On October'7,1998, the NRC completed an inspection at your Big Rock Point Restoration

'

Project which examined decommissioning activities. The enclosed report presents the results ,

of thatinspection. l

During the period covered by this inspection, activities in the areas of facility management and

. control,- decommissioning support (including physical security), spent fuel safety, and

radiological safety were examined.

.

Overall, reactor decommissioning activities were generally performed satisfactorily and as

. planned. The Decommissioning Project has entered Phase B of the Decommissioning Deacon

'

Alternative Time Line for Major Periods and is on time, on projected dose and on budget.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

- enclosure will be placed in the NRC Public Document Room.
