This refers to the NRC's Systematic Assessment of Licensee Performance (SALP 8)

Board Report for the Big Rock Point Nuclear Plant, and our meeting of

March 28, 1989, which discussed in detail the-contents of the report and your

written comments dated April 27, 1989 relative to the report.

Based on our in-depth discussions during the meeting on March 28, 1989, and our

thorough review and evaluation of your letter of response dated April 27, 1989 J

we have reached the conclusion presented in the Appendix to this letter.

-Issuance of the Appendix serves as the final step in our SALP assessment

process.-

In accordance with Section 2.790 of the NRC's " Rules of Practice", Part 2,

Title 10, Code of Federal Regulations, a copy of this letter with the

referenced attachments, will be placed in the NRC's Public Document Room.
