Thistrefers to the special Fitness-For-Duty inspection conducted by Messrs.
J. L. Belanger e d J. n. Aniceley of this office on September 25-28 and
October 15-19, 1990, of activities at the Big Rock Point and Palisades Nuclear
Power Plants authorized by NRC Licenses No. DPR-6 and No. DPR-20, respectively,
and to the discussion of our findings with Mr. W. L. Beckman at Big Rock Point
on September 28, 1990, and with Mr. G. Slade and other members of your staff
at Palisades at the conclusion of the inspection on October 19, 1990.
The enclosed copy of our inspection report identifies areas examined during
'
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures ant representatives records, observations, and
interviews with personne'i.

During this inspection, certain of your activities appeared to be violations
i
of NRC requirements.
You will be notif'ed by separate correspondence of our
l
decision regarding enforcement action ba,ted on the findings of this inspection.
No written response to the apparent violations is required until you are
notified of the proposed enforcement action. An enforcement conference to
l
discuss the inspection findings has been scheduled for November 15, 1990, at
the NRC Region III office in Glen Ellyn, Illinois.
In accordance with 10 CFR 2.790(a) of the Commission's regulations,~a copy
of this letter and the enclosed inspection report will be placed in the NRC
l
Public Document Room.
