REVIEW OF REVISION 130 TO APPENDlX A OF THE BIG ROCK POINT NUCLEAR PLANT'S EMERGENCY PLAN i

Dear Mr. Powers:
in September 1997, Region lli received Revision 130 to Appendix A of the Big Rock Point Nuclear Plant's Emergency Plan. This revision was submitted under the provisions of 10 CFR 50.54(q).
Based on your determination that the changes do not decrease the effectiveness of your Emergency Plan, and that it continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to Part 50, NRC approvalis not required. Our initial review of these changes indicates that they are in accordance with 10 CFR 50.54(q). Implementation of these changes will be subject to inspection to confirm that they have not decreased the effectiveness of your Emergency Plan.
In accordance with 10 CFR 2.7'O of the Commission's Regulations, a copy of this letter will be placed in the NRC Public Document Room.
