SUBJECT:

NRC INSPECTION REPORT 50155/g7015(DNMS)

AND NOTICE OF VIOLATION

Dear Mr. Powers:

On February 2,1998, the NRC completed an inspection at your Big Rock Point Nuclear Plant

which examined decommissioning activities. The enclosed report presents the results of that

inspection.

During the eight week period covered by this inspection, activities in the areas of facility -

management and control, decommissioning support, spent fuel safety, and radiological safety

were examined.

Overall, reactor decommissioning activities were generally performed satisfactorily, The primary

system chemical decontamination, in particular, was completed during this inspection period and

was considered a success. However, based on the results of the inspection, one violation of

NRC requirements was identified relating to a worker being in a high radiation area for 55

minutes without checking his personal dosimetry every 15 minutes as required by plant

procedure. This violation is of concem because the basic health physics practice of

self monitoring was nut performed by the worker while in a high radiation area, and because

- such self monitoring, had it been performed as required, would have disclosed that the electronic

dosimeter was not in operating mode. Failure to ensure these dosimeters are i i operating mode

has been a recurrent problem.

The violation is cite.:1in the enclosed Notice of Violation, and the circumstances surrounding the

violation are described in detallin the enclosed report. Please note that you are required to

respond to inis letter and should follow the instructions specified in the enclosed Notice when

preparing your response. The NRC will use vour response, in part, to determine whether further

enforcemer,t action is necessary to ensure compliance with regulatory requirements.
