Dear Mr. Powers:
On March 25,1998, Consumers Energy Company requested amendment of License l
'No. DPR-6, paragraph 2.C.(5), " Physical Protection," to reflect the permanent shutdown and defueled condition of the Big Rock Point (BRP) plant. On June 4,1998, during our review of your submittal, we informed your staff that the proposed defueled Security Plan that was enclosed in your amendment request contained changes that represented reductions in regulatory requirements, such as your proposal to reduce the number of security armed responders. Therefore, a submittal pursuant to 10 CFR 50.11, " Exemptions and exemptions from regulatory requirements," or Part 50.12, " Specific exemptions," was required. Your staff acknowledged our comments and by your letter dated June 5,1903, lyou requested that your ' application for amendment of License No. DPR-6 be withdrawn.
