response with regard to completed changes, tests and experiments to the Big Rock Point Plant as described in the safety analysis report. None of the activities were classified as tests or experiments.

The attached report provides a summary of changes to the facility performed since October 1, 1998. The report includes a brief description of each change and a summt.ry of the safety evaluation to determine if the change would constitute an unreviewed safety question or a change in the technical specifications incorporated in the license.
