APPROVAL OF BIG ROCK POINT (BRP) CERTIFIED FUEL HANDLER (CFH)

TRAINING PROGRAM (TAC No. M99690)

Dear Mr. Powers:

By letter dated September 19,1997, Consumers Energy Company submitted a number of documents for NRC staff review or information. Within this submittal was Attachment 7, entitled, " Training Program for Certified Fuel Handlers." Although Attachment 7 was provided in the submittal, it was not listed in the cover letter and Consumers had not requested any NRC staff action. Subsequently, and based on discussions with Mr. Michael Bourassa of your staff, the NRC initiated a review of your CFH training program pursuant to 10 CFR 50.2.

On October 29,1997, representatives from BRP and the NRC staff met at NRC headquarters to discuss planned activities regarding BRP decommissioning. This meeting i

included discussions regarding proposed changes to site staffing, licensed operators, and j

i CFHs. On January 21,1998, following a prelimir.ary NRC review of the BRP CFH training program, we discussed a number of NRC staff comments (Enclosure 1) with Mr. Bourassa and Mr. Dennis LaCrois of your staff. Then, on February 19,1998, we had a phone conversation with Mr. LaCrois confirming that NRC staff comments were resolved and that the CFH training program was appropriately revised. Therefore, the NRC staff approves the BRP Training Program for Certified Fuel Handlers, as described in the enclosed Safoty l

Evaluation (Enclosure 2).

The below listed NRC staff comments were discussed with Consumers Energy Company (Consumers or licensee) representatives on Janvery 21,1998, during a NRC staff member l

visit to the Big Rock Point (BRP) Nuclear Plant. On February 19,1998, the licensee l

Informed the NRC staff that the comments were resolved and that the BRP " Training Program for Certified Fuel Handlers," revision 0, was revised, as appropriate. The licensee's specific revisions to the training program were discussed with the NRC reviewers and found acceptable, l

CFH Initial Training Program

Paragraph 4.3 requires that trainees enrolled in the initial certification course attend all training, except as specifically exempt by the Plant Manager.

j NRC comment: Describe whether the term "all training" includas make-up training.

Licensee response: This paragraph was revised to clarify that "all training" includes make-up training.

Paragraph 4.4.3 provides instructions regarding exams and evaluations.

NRC comment: Describe wht.t is the pass!ng grade for non-written testing l

evaluation, such as job performance measures (JPMs), if written I

tests require a grade of 280 percent.

Licensee response: This paragraph was revised to clarify that non-written tests, including JPMs, require a passing grade of 280 percent.
