TJPalmisano, Palisades MAMoore, Palisades EChatfield, Palisades PSlaughter, Palist. des JBrunet, Palisades RLWatton, Midland Trng Ctr RLeemon, Big Rock BLMcKinnon, Boyne City Next week the Defueled Emergency Plan (DEP) and Defueled Emergency Plan implementing Procedures (DEPIPs) for the site will be issued. These documents reflect the reduced scope of emergencies that can occur on site due to the significant risk reduction associated with those events.

The DEP and DEPIPs reflect the appropriate level of emergency planning necessary for Big Rock in its present defucied configuration.

NOTE On-shift staffing will not change as a result of this DEP implementation. On-shift staffing will continue to comply with the current Technical Specifications.

'Ihe DEP is different from the emergency plan requirements you were familiar with during power i

operation. For example, the emergency response organization is very small and there is only one emergency response facility. Below is a brief overview of the changes that will be in effect when the DEP and DEPIPs are implemented November 17,1998:

There will be only two event classifications: Unusual Event and Alert. The Unusual Event signifies events are in progress or have occurred which indicate a potential degradation of the level of safety at the plant. The Alert represents events that could involve actual or potential substantial degradation of the level of safety of the plant.

Accidents involving fuel in the spent fuel pool will be the limiting event in our defueled condition.

Calculated whole body doses at the site boundary will not exceed the EPA protective action guidelines. The DEP concludes that there can be no significant release beyond the protected area.

The Emergency Response Organization (ERO) is staffed to accommodate the reduced scope of possible accidents. The formal ERO will consist of a Site Emergency Director, a Radiological Assessor, a Technical Coordinator and Security personnel. Other response personnel will be called upon as needed depending on the type of emergency event. NOTE: Whenever the DEP is activated, the on-call SED will be called to report to the site.

There is only one on-site emergency facility, the Emergency Support Center (ESC). The ESC is currently located outside the Control Room. When the Control Room is abandor.1, the ESC will be moved to the Security Building and will be in the vicinity of the Monitoring ! mon.

Equipment dedicated for emergency response will be maintained in a manner similar to the existi plan and procedures.

The Emergency Operations Facility (EOF), located in Boyne City, is no longer required because o the significant reduction in offsite radiological consequetces. The Joint Public Information C1nter (JPIC) is no longer required. However, the Public Affairs Director could decide to set up a med information contact center if media demands require such attention.

The State of Michigan and NRC will be contacted if an emergency is declared. The State will be contacted within 30 minutes of an event declaration and the NRC as soon as possible thereafter but within 60 minutes.

Emergency warning system sirens will no longer be used or tested based on the reduced scope anticipated accidents. Generalinformation will be disseminated through the BRP Public Affairs NRC has approved the DEP. However, the Federal Emergency Management office. (NOTE Agency, FEMA, has not. Until their approval is received by the State of Michigan, the sirens ar required and will be tested monthly as in the past.)

ERO members will be provided annual training based on their assignment. (If you have not yet been contacted for training, you have not been assigned to the new DEP ERO.)

Site personnel will still be notified of an Alert by the two-minute site siren and you will need to immediately report to your assigned assembly area. There are still three assembly areas, located follows:

Assembly Area I

- Outside the Control Room in the old TSC Who Reports:

- All Operations personnel, NRC Inspector Assembly Area II

- Construction / Maintenance Lunch Room

- Visitors and anyone inside the fence who is not in Operations Who Reports:

Assembly Area III

- Visitor's Center (Cl-C2)

Who Reports:

- Anyone outside the fence NOTE The above assignments refer to your location when the siren sounds. For example, if you office is in the Annex but you are inside the fence when the siren sounds, report to Assembly Area II; if you are in your office, report to Assembly Area III.

Drills will be limited to those necessary to familiarize the ERO with their assigned functions and to ensure communications capability. An exercise to demonstrate the capability to implement the is required biennially (every two years).

Shift Supervisors (SS) will fulfill the SED role while on shift. The SS will be on call after the Defueled Technical Specifications are implemented.
