SUBJECT: BIG ROCK INSPECTION REPORT 50-155/99005(DNMS)

Dear Mr. Powers:

On September 21,1999, the NRC completed an inspection at your Big Rock Point Nuclear

Plant Restoration Project which examined decommissioning activities. This inspection

concluded the NRC's continuous onsite decommissioning inspection program. As discussed

- with you and members of your staff during a public meeting on September 29,1999, the _

' program will now be conducted via periodic inspections from the NRC regional office. The

enclosed report presents the results of the inspection which concluded on September 21, and q

'

the public meeting held on September 29.

- Areas examined during this inspection included facility management and control; J

decommissioning support; spent fuel safety; and radiological safety, with focus on packaging j

and shipping of low level radioactive material. No safety issues or enforcement items were j

identified during this inspection.

Overall, reactor decommissioning activities were being performed satisfactorily. Management

was effectively monitoring, assessing, and controlling the conduct, cost, and radiological

aspects of decommissioning. Work on the Spent Fuel Pool Clean Out Project, Phase 2,

(processing and shipping control rod blades for burial) was completed, and good worker

performance was observed in and around the spent fuel pool during this project. As low as

reasonably achievable controls for radiation exposure received during processing material, and

during loading and handling the shipping cask, were notably successful. Shipments of

' radioactive materials . met NRC and Department of Transportation requirements.
