Dear Mr. Powers:

l In April 1998, Region ill received Revision 133 to Appendix A and Appendix F of the Big Rock  ;

Point Plant's Emergency Plan. In June 1998, Region lli received Revision 134 to Appendix C -l and Appendix M of the Plan. In July 1998, Region til received a corrected Revision 135 to j

. Appendix M. These revisions were submitted under the provisions of 10 CFR 50.54(q). 1 Based on your determinations that the changes in Revisions 133 through 135 do n 'ecrease l the effectiveness of your Emergency Plan, and that the Plan continues to meet the standards of I

.10 CFR 50.47(b) and he. requirements of Appendix E to Part 50, NRC approval is not required. )

Our initial review of these changes indicates that they are in accordance with 10 CFR 50.54(q).

Implementation of these changes will be subject to inspection to confirm that they have not . l

~ decreased the effectiveness of your Emergency Plan, i in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
