SUBJECT: NRC INSPECTION REPORT 50-155/98005(DNMS)

Dear Mr. Powers:

On July 15,1998, the NRC completed an inspection at your Big Rock Point Nuclear Plant which

examined decommissioning activities. The enclosed report presents the results of that

inspection.

During the period covered by this inspection, activities in the areas of facility management and

control, decommissioning support, spent fuel safety, and radiological safety were examined.

Overall, reactor decommi::sioning activities were performed satisfactorily und as planned. A staff

reduction of 45 workers was executed in an orderly manner as a result of a two-year extension to

the decommissioning plan schedule. Correct execution of a special procedure resulted in

successful bypassing of the station power regulator.

We are concemed, however, that pmgrammatic assessments of radiation protection (RP)

performance were not initiated following the identification of multiple deficiencies in the RP

program during the first half of 1998. A specialinvestigation team responding to employee

concems found that many of the types of issues that pointed to RP programmatic weaknesses

had been previously identified by either the Nuclear Performance Assessment Department or

through self-initiated Condition Reports. The lack of programmatic assessments in light of

multiple findings indicate weaknesses in programs designed to identify, assess and correct

programmatic issues.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room.  :
