I Find attached to this letter a supplement to the Big Rock Point Defueled Technical Specifications and Bases that were first submitted to the Nuclear Regulatory Commission on September 19, I

1997. This supplement incorporates Consumers Energy's response to a NRC Request for Additional Information dated April 16,1998. Also, based cn discussions with the Staff during their review of the Defueled Technical Specifications, the following clarifications (shown in bold Italles ) have been incorporated:

6.4 TRAINING

A training program for the facility's CERTIFIED FUEL HANDLERS shall meet the requirements and recommendations of Section 5.5 of ANSI N18.1-1971. The Site General Manager has overall responsibilityfor implementation and maintenance of
