Yhis letter refers to the spcial maintenance team inspection conducted by

tir. H. A. Walker and others of this office on July 23 through 27, and August. 6

through 10, 1990. During this i..spection, we evaluated activities at the Big
Rock Point Nuclear Power Plant, authorized by NRC Operating License No. DPR-6.
We discussed our inspection findings with Mr. W. L. Beckman and others of your
staff on August 17, 1990.

The first week of the inspection was conducted during an unplanned outage for
s
repair of cooling system leaks and the second week was conducted during p12nt
'
power operations. The inspection was conducted to assess and eva'luate your
support to and implema tation of maintenance and engineering to assure that
plant structures, systems, and components reliably perform on demand. We
evaluated various activities to determine if maintenance and engineering were
accomplished, effective, and adequately assessed by your own quality
verification process.

The enclosed copy of our inspection report identifies specific areas examined

during the inspection.
Within these areas, we selectively examined procedures
and representative records, made observations, and interviews with your
personnel,
Overall, the inspection team concluded that implementation of the maintenance
r.
program at the Big Rock Point Nuclear Power Plant was satisfactory.
Section
3.0 of-the inspection report provides a synopsis of the effectiveness of your
maintenance program.-
The team identified strengths as well as weaknesses in implementation of the
'
maintenance programs. The most signifiont strengths were the long-term,
highly skilled, and dedicated employees wno were supported by a dedicated and
W
knowledgeable management staff and the close and effective coordination

between organizations in completing maintenance.
The material condition of
'
the' plant was good, and there was a very low backlog of equipment awaiting
,
repair. The most significant weaknesses were the lack of effective
engineering support in several' instances, untimely corrective action in the
areas of audit findings and controlling. limited life materials, and instances
where electrical components were not periodically tested because replacement
parts were not available.
In addition, the team noted some procedural and

maintenance trending weaknesses. These appeared to be less significant since,-
'for the most'part, these were compensated for by the experience-and' dedication
of selected individuals.
Consideration should.be given to providing
improvements in these areas to allow for possible personnel turnover.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice. A written response
is required.
In addition, an unresolved item is included on actions to be-
taken to resolve concerns on core spray valve 7071.
Please address this in

your response as well.
In accordance with 10 CFR 2.790 of the Commission's
regulations, a copy of this letter, the enclosures, and your response to this
letter will be placed in the NRC Public Document Room.
